    Pinkard Crosses Critical Milestones at Bay Aquatic Park Phase IV Pinkard Crosses Critical Milestones at Bay Aquatic Park Phase IV March 17, 2025 Share Share Pinkard Construction has just successfully completed water tightness testing and gutter installations at the City of Broomfield’s Bay Aquatic Park Phase IV renovation. These two critical winter milestones were accomplished exactly on schedule, aided by a creative winter installation plan, a timely procurement process, and a collaborative subcontractor/installer sequencing plan. The water tightness testing phase followed concrete pool shell curing and the subsequent filling of the pool. After a three-day concrete saturation phase, Pinkard successfully conducted the three-day water tightness test of the pool shell and pressure testing of the 24,000 gallon surge tank. The water tightness test revealed virtually zero leakage, and the surge tank is operating at peak efficiency. The Pinkard team was fortunate to have a perfect-weather window that allowed for an uninterrupted testing sequence. Stainless steel gutter installations, which came with a similar set of possible weather-related challenges, also went off without a hitch. The gutter installation sequence had a timely kick-off with gutters arriving four days before scheduled installation. The Ohio-based specialty installers arrived a day early and commenced installation on time, employing special winter installation processes that were perfectly suited for the colder temperatures and light snow cover. These winter-weather construction efficiencies were made possible by early planning and collaboration during preconstruction. Using considerable input from numerous pool specialty contractors, Pinkard and the owner/design team agreed that for winter installation, a stainless steel gutter system was far superior to a conventional cast-in-place concrete gutter system. By incorporating the stainless steel system, Broomfield avoided the need for a more complicated underground piping system and tedious tile installation. Intricate tile systems typically require more predictable spring/summer temperatures. This approach provided cost savings for Broomfield and three-to-four weeks savings on the construction schedule. The water tightness testing and gutter installation completes the last of the major critical path pool activities, opening the way for preparing the concrete shell for plaster application in early June. The critical path now shifts to pool play structures, infrastructure, and mechanical/ plumbing installations. The Bay Aquatics Park project continues to be on time, with shared owner/contractor savings allowing for some owner “wish list” scope additions.     Pinkard Awarded Willoughby Corner Multi-Family Housing Pinkard Awarded Willoughby Corner Multi-Family Housing July 25, 2022 Share Share Boulder County Housing Authority (BCHA) has awarded Pinkard Construction Willoughby Corner, a newly proposed, permanently affordable neighborhood in east Lafayette, Colorado. The project includes the construction of 400 rental and for-sale apartments, townhomes, and duplexes priced below the market rate for families and individuals who qualify. The project budget is approximately $40 Million and is projected to break ground in March 2023. The project is moving forward after both Lafayette Planning Commission and City Council unanimously approved the rezoning of the 24-acre Willoughby Corner site at the intersection of 120th and Emma streets from Industrial (M1) use to High-Density Residential (R4). In addition to the rezoning, BCHA also received nine percent Low Income Housing Tax Credits from the Colorado Housing and Finance Authority (CHFA). The award will total $13 million over the next ten years and will specifically support the creation of affordable homes for older adults. “ After our excellent experience building The Spoke on Coffman with Pinkard, BCHA is excited to continue the relationship and momentum on Willoughby Corner, ” said Norrie Boyd, BCHA Executive Director. “ The Preconstruction staff have been incredible advisors throughout our funding, entitlements, and design processes. Pinkard understands what we need and provides a high level of service to support our pursuit of competitive tax credit financing. ” Boyd said that Willoughby Corner would serve households earning 60 percent or less of the Area Median Income (AMI) with below-market-rate rental homes and for-sale options for households earning up to 120 percent AMI. “Pinkard is excited to be a part of BCHA’s mission to provide housing relief to the families, individuals, single parents, older adults, and people living with disabilities in the area,” said Tony Burke, President of Pinkard Construction. “It’s no secret that rising housing prices have made renting and homeownership unattainable for many and Willoughby Corner is a lifeline for many.” In addition to the 400 affordable homes, Willoughby Corner will feature many sustainable features, including solar photovoltaics and electric charging stations, a network of community gardens, pedestrian and bike trails, and access to transit. BCHA Partnered with the University of Colorado's Masters of the Environment program to identify opportunities for boosting inclusivity and resilience in the face of climate change.     Creative Conceptual Programming and Budgeting Creative Conceptual Programming and Budgeting March 15, 2022 Share Share On 4725 South Lowell, The original project plan conceived by Denver Housing Authority (DHA) and architect WORKSHOP8 involved renovating the square-donut-shaped existing building and constructing a third story above it. This third-story addition was considered an economical way to provide 50% more units to the South Lowell facility. Once Pinkard was hired, despite the structural engineer’s determination that the building should be able to support a third-story addition, we determined that a third-story addition was an unacceptable risk for the owner, tenants, and project team. As a result, DHA was resigned to the fact that their only apparent option was to renovate the building without adding new units. Following a careful program analysis, Pinkard suggested the creative idea of constructing a four-story addition inside the courtyard of the existing building. Early in programming, DHA and WORKSHOP8 had considered and rejected a similar idea as infeasible because of costs per unit. However, Pinkard demonstrated that with a few key tweaks to the original idea, constructing inside the courtyard — a building within a building — was certainly feasible. dHA loved Pinkard’s building within a building idea because it met their specified additional units and got them into the budget. Since the third-story addition plans were only in the schematic design phase, a major design shift was not out of the question. WORKSHOP8 was eager to tackle the unique idea and began developing the plan immediately. The plan soon hit a major snag when the City and County of Denver permitting authorities rejected the idea. A building within a building had never before been proposed within the City and County, and they had serious concerns about everything from stormwater issues to fire ratings and fire department access. Knowing these obstacles could be overcome, Pinkard and the owner/architect team formulated a plan that met all City and County objections. After 56 code compliance iterations, the City and County of Denver gave the go-ahead. Thanks to our diligence and persistence early in design, DHA would get the extra housing units they so desperately needed. Effective Value Analysis/Engineering From the beginning, DHA was somewhat vague about disclosing their target budget, stating only “we need to be as inexpensive as possible.” The original estimate came in at $12 million with a corresponding comment from DHA of “it’s way too expensive.” Several weeks later we provided a second estimate of $11.3 million. At that point, DHA disclosed they needed to be at $9.5 million. Armed with a well-defined budget, Pinkard produced 89 value engineering options to meet the $9.5 million budget. We were ready to start construction.     Pinkard Breaks Ground on Phase III of The Edge Pinkard Breaks Ground on Phase III of The Edge December 19, 2024 Share Share Last week, on a sunny December morning, developers, residents and members of the community broke ground on the capstone phase of The Edge affordable apartments community in Loveland. Held on site, the ceremony included remarks from project and funding partners, as well as Loveland Mayor Pro-Tem Jon Mallo. The Edge Phase III is the third and final chapter in the Edge Apartments story, once again uniting the owner-architect-contractor partnership of Loveland Housing Authority (LHA), OZ Architecture and Pinkard Construction. Expected to be completed in early 2026, the 52,170 square foot expansion will add three new 3-story buildings containing 66 new units, complementing the 139 apartments constructed in the previous two phases and bringing the total development to 205 units. Featuring a mix of studio, one-bedroom, and two-bedroom apartments, the new units will serve households with incomes from 30% to 60% of the area median income. “There are a lot of special things about this campus, from creating permanent supportive housing for formerly homeless veterans in Phase I, to adding studio units to Phase II that allowed us to house young adults coming out of foster care,” said Jeff Feneis, Executive Directors of the Loveland Housing Authority. “We're really excited to get the team back together, with Pinkard Construction and OZ Architecture, and to complete construction of The Edge campus with these last 66 units.” Pinkard President Tony Burke echoed those sentiments: “More than a decade after we started planning on Phase I, we are delighted to once again return to The Edge and finish what we started with two of our strongest longtime partners: Loveland Housing Authority and OZ Architecture.” Completed in 2016, Phase I of The Edge consisted of an 82,000-sf ground-up facility with 70-units of affordable housing for working families and survivors of the 2012 High Park Fire and September 2013 floods, plus permanent supportive housing for homeless veterans. Completed in 2021, the 80,000-sf Phase II added another 69 affordable units for working families. The campus also contains a clubhouse, urban gardens, tot lot, walking trails, and open space, with immediate access to the neighboring business park, retail, and professional services. All three phases are designed and constructed to meet Enterprise Green Communities Criteria. Project financing includes Low Income Housing Tax Credits and municipal and private funding from sources that include Wells Fargo, Colorado Housing and Finance Authority (CHFA), Colorado Division of Housing (CDOH), and Loveland Housing Development Corporation (LHDC). As the demand for new affordable housing in Loveland continues to grow, LHA is excited to add these 66 new units to our community’s affordable housing inventory when Phase III is completed.     Pinkard Construction Awarded Bay Aquatic Park Renovation Pinkard Construction Awarded Bay Aquatic Park Renovation April 30, 2024 Share Share Pinkard Construction has been awarded the renovation project for the Bay Aquatic Park Phase IV in Broomfield. Project cost is estimated at $9 million and will include the removal and replacement of the primary leisure pool, family slide, body slides, and slide plunge pool, along with the addition of deck space, shade structures, and a new mechanical building. Pinkard was the general contractor for the original aquatic park when it was first built in 1991. Additionally, it was the first community water park in the Denver metro area, and due to age, condition, and updated health and building codes, the facility needs renovation. In 2022, BHA Design, Inc. and their team, including Counsilman-Hunsaker, were selected to design the project. Schematic design drawings were submitted in September 2022, and the project paused while additional funding was secured. Currently, the design is progressing toward the delivery of final construction drawings. "We are thrilled to have been awarded this project," said Tony Burke, president of Pinkard Construction. "We have a long history of successful pool construction projects in Colorado, and we are excited to bring our expertise to the renovation of Broomfield Bay Aquatic Park.     Creating Real Paths to Success for Women in Construction Creating Real Paths to Success for Women in Construction March 8, 2024 Share Share It’s probably not a secret that the construction industry has not always been the most welcoming place for women to be employed. Even today, women make up only 10% of the construction workforce. But with an estimated 45,000 new workers needed in the construction industry by 2027 just in Colorado, changing that landscape is not only the right thing to do, it’s imperative to our success. While change is not easy or straightforward, Pinkard has worked to identify areas of action to encourage women to join and have long, productive careers in the construction industry. These include working at the K-12 level to advocate for careers in construction, actively recruiting women into the industry, providing specific support, and mentoring once they are brought on board.   Early Education Pinkard has invested in recruiting and outreach at the K-12 level. “We are talking with schools and attending career fairs to let kids know that there are great jobs available in the construction industry,” said HR specialist, Tanya Navarro. “There are multiple paths to success. College is a great option, and so are the trades. In the trades, students can learn on the job while they’re making a living and not have to go into debt to learn skills that lead to a job that pays well.” Assistant project manager Krystyl Alexander agrees that positive career influences on young women can greatly boost the prospects of increasing the construction labor pool and giving women golden opportunities to flourish in a wide-open career market. “Construction seems to offer more job security and better pay than many conventional women-centric careers. My number one priority was “can I get a job after graduation? A lot of my friends in other majors have struggled to find work and are in the realm of ‘educated but unemployed.’”  Actively Recruiting Women Pinkard strategically targets events and organizations that cater to women in the industry. “Although we strive for a diverse workforce that represents both our community’s demographic and our clients’, we always hire the strongest talent for the job. We intentionally remain agnostic to the demographic of the candidate when making a hiring decision. With greater applicant flow from women, we are, however, finding more often the best person for the job is a woman. Not because she is a woman, but because of the technical skills, soft skills, experience and potential that she has earned,” says Navarro. Pinkard has also worked to train hiring managers to recognize bias and eliminated automated differentiation of resumes to include more people who have taken non-traditional career paths. “Not everyone comes to construction in the same way, but talent is talent and we want to hire that talent regardless of how those skills were acquired,” says construction manager Joe Revielle. “We have people who switched careers midstream and people who worked their way up through the trades as well as people who came to us straight out of construction management programs. They all have the ability to do great work and bring huge value to our clients.” Pinkard intern Kristy Swisher is a great example of someone with a non-traditional path into the industry. After starting a family and running her own business outside of the construction industry, COVID-19 threatened her livelihood. Considering a career change, Kristy took advantage of some available college grant money and enrolled in MSU Denver’s construction management program. She is currently in her first construction internship and has just over a year to go before graduation. Kristy is working on Pinkard’s South Metro Fire Rescue project and loves her project teammates. “When I first walked into the job trailer, I thought ‘Oh wow! Fish out of water! I’m the only woman here.’ But I quickly realized that no one was treating me that way. That ‘elephant in the room’ was strictly in my head.’ Once I got over that initial insecurity it has been great!” Support and Mentorship for Women Pinkard has also prioritized the support and mentorship for women coming into the industry. “We recognized a need for a group to specifically target some of the shortcomings in our industry. So we took AGC’s lead and created an internal Culture of CARE committee at Pinkard. One of the pillars of that group is to ensure that our teammates have support and mentorship as they move forward with us,” says Pinkard president Tony Burke. Alexander believes that Pinkard’s emphasis on understanding personalities is a great foundation for women seeking success in construction. “The ability to understand the personalities of the entire team helps us to understand people of different backgrounds with different insights, experience, and diversity, and that makes you stronger as a team and encourages the success of the individual.”  The Future Looks Bright “Hiring and training new talent from all walks of life is pivotally important to our industry. In addition to providing us with the quantity of talent we need, attracting people from across the spectrum provides important new perspectives, ideas, and ways of doing things.     Pinkard Tops Out $80,000,000 Willoughby Corner in Boulder County Pinkard Tops Out $80,000,000 Willoughby Corner in Boulder County April 10, 2024 Share Share rendering courtesy HB&A Architecture April 3, 2024: Pinkard Construction, a leading Colorado affordable housing contractor, celebrated the topping out of Willoughby Corner, a 400-unit affordable housing development in Boulder County. The celebration included a catered lunch with a focus on worker appreciation with a raffle for various prizes. In attendance were representatives of owner Boulder County Housing Authority (BCHA), HB&A Architects, Norris Design, Pinkard Frameworks framing division, Farnsworth Group engineers, Drexel Barrell, and other project consultants. The ceremony celebrates the topping-out of Willoughby’s six phase-one buildings. Phase one includes two nine-plex apartment buildings for larger families, two one- and two-bedroom multi-family apartment buildings, an independent senior living building, and a community center. The first homes, 63 affordable ADA-accessible apartments for adults aged 55 and over, will be ready for move-in by the end of 2024. Each building includes rooftop patios with mountain views, lounges, libraries, and meeting space. There are 192 units in phase one. BCHA Development Director Molly Chiang: “I’m so proud of the team and their high-quality work to get us framed out. Pinkard and the subs have made such amazing progress despite crazy snowstorms this past season. We are excited to top-out today and move into spring!” Pinkard Frameworks framing division played a key role in keeping the project on schedule, with in-depth planning during preconstruction. Frameworks’ focus was saving money for BCHA while maximizing construction efficiencies and avoiding in-field redesigns. Frameworks Wood Frame Manager Dan Harris: “With Willoughby’s various wall-heights and complicated truss requirements, every single stud had to have a custom cut. Our preconstruction preparations included redlining the floor plans of each wall type and ordering different-length stud materials to reduce waste. The additional cost of field-cutting studs was incorporated into the carpenters’ schedule of values. These proactive preconstruction activities greatly contributed to keeping this project on schedule and in budget.” The project is made possible through the City of Lafayette’s financial support with nearly $1.5 million in fee waivers for the first phases of the project, the $3.1 million purchase of the land, and $5.3 million in grants for Willoughby’s water rights. Willoughby Corner is also possible thanks to Boulder County Commissioners’ contributions. Commissioners have added nearly $13 million in county and American Rescue Plan Act funds to ensure Willoughby Corner will delivery much-needed affordable housing to the community. Total development and construction costs for Willoughby Corner are currently $114 million. Willoughby Corner’s affordable homes are expected to serve generations of families, individuals, older adults, and the workforce earning at or below 60 percent of the area median income (AMI). The Edge Affordable Apartments Loveland, CO, USA Loveland Housing Authority 162,000 Sq. Ft., 139 Units Affordable Housing, Multi-Family Housing, Sustainable, LIHTC, Wood Framed, Enterprise Green Communities, Publicly Funded, Ground Up The Edge Ph I is a 82,000 sf ground-up facility with 70-units of affordable housing for working families and survivors of the 2012 High Park Fire and September 2013 floods, plus permanent supportive housing for homeless veterans. The facility consists of six three-story wood-framed buildings and a single-story clubhouse. 60 of the units are set aside for income-qualified individuals; the remaining ten units are reserved for homeless veterans. The campus also contains a clubhouse, urban gardens, tot lot, walking trails, and open space, with immediate access to the neighboring business park, retail, and professional services. The Edge Ph II is a 80,000 sf ground-up facility with 69-units of affordable housing for working families. Both Phases are designed and constructed to meet Enterprise Green Communities Criteria. Financing includes Low Income Housing Tax Credits, municipal and private funding, and the federally funded Community Development Block Grant Disaster Relief program (CDBG-DR) administered by the Colorado Department of Local Affairs. Pinkard worked closely with Loveland Housing Authority to help the authority pull together funding from a variety of sources. We also held numerous meetings with OZ Architecture to provide in-depth drawing review, constructability comments and other input.     Pinkard provided expert construction services for Security Properties on the Reserve at Northglenn project. Reserve at Northglenn Northglenn, CO, USA Security Properties 301,200 Sq. Ft., 270 Units Affordable Housing, Multi-Family Housing, Wood Framed, LIHTC, Occupied, Renovation, Ground Up Early in design, parking/ unit density complications with city planning and zoning required a dramatic cutback in the number of buildings SP was planning. The timing of the decision by planning and zoning jeopardized SP’s year-dated funding and required a quick, efficient response by the entire team to keep the project on track. Pinkard quickly worked closely with the client and EJ Architecture to work out massing strategies to balance the client’s unit density and parking needs with city planning and zoning restrictions. Despite considerable numbers of unforeseen conditions and numerous owner changes associated with extensive RFI’s, Pinkard stayed on schedule by taking advantage of available economies of scale. This allowed the team to increase productivity from completing four units per week to six-to-eight units. This was accomplished despite apartment-staff turnover and a steep learning curve for tenants and staff regarding move-out logistics and construction commencement milestones. Pinkard also collaborated with SP during construction to help SP to develop construction standards and specifications for SP’s company-wide building standards. Scope of work on the renovation includes new roofs, full paint, window replacement, new individual water heaters and HVAC, and ADA modifications. Ground-up construction consists of two new 40,600 sq ft buildings totaling 40 units. With 17+ years of experience in commercial construction, Mike brings to Pinkard a deep background as a design-builder, team builder, and collaborator. Describing himself as “a builder at heart,” Mike’s extensive commercial background includes award-winning experience in multi-family, municipal, recreation, office, transit/fleet maintenance, and healthcare.
