Pinkard Breaks Ground on Jacoby Meadows Affordable Senior Apartments Pinkard Breaks Ground on Jacoby Meadows Affordable Senior Apartments August 15, 2024 Share Share The Town of Windsor took a major step forward in assuring its elder residents will have an affordable place to live as Pinkard Construction and the Windsor Housing Authority (WHA) broke ground on the Jacoby Meadows Senior Apartments complex this week. Developed in partnership with the Loveland Housing Authority (LHA) and WORKSHOP8 Architecture—with funding from the Colorado Housing and Finance Authority (CHFA), Wells Fargo, the Impact Development Fund, the Rocky Mountain Community Reinvestment Corporation, and the Town of Windsor—the two-phase project will initially create 62 age-restricted units serving low to moderate income seniors (30-80% of area median income) over the age of 55. The second phase, which is still seeking funding, will add an additional 61 units. Construction of the first 63,000 square foot, $17.5 million facility is expected to take 12 months. Held on the morning of August 14, the groundbreaking ceremony featured remarks by Windsor Mayor Julie Cline, as well as representatives from WHA, LHA, and CHFA, all of whom touched upon the particularly challenging process of making Jacoby Meadows a reality. “Being here today is a little bit surreal for me, as this is a project I've been working on since first joining the board in 2019,” said WHA Board of Commissioners Chairperson Frankie Cole. “Today's event truly is the culmination of several years of volunteer effort and collaboration between so many in our community, past and present commissioners, past and present town board members, and several strategic partners... [who] recognize the critical need for more affordable housing for our senior population here in Windsor.” “This project has been particularly challenging,” said LHA Executive Director Jeff Feneis. “It's been five years in the making, three rounds of tax credit applications with CHFA, a minor redesign, a significant redesign... and just incredible challenges putting our pro forma together over the past two years as tax credit pricing went down, interest rates went up, and construction prices went up. But with the help of a lot of people who are here today, we got it done.” “We’re excited to partner again with our friends at Loveland Housing Authority, along with Windsor Housing Authority and WORKSHOP8,” said Pinkard President Tony Burke after the ceremony. “There's a higher and higher demand for affordable housing in northern Colorado, and we've been creative working with our partners to figure out how to secure the funding for this project. We’re already looking forward to undertaking Phase II three to five years down the road.” In her own remarks, Mayor Cline said, “This is a significant milestone to our community... The Town of Windsor, together with the Windsor Housing Authority, is dedicated to providing quality affordable housing to our residents,” underlining how Jacoby Meadows adds to the 142 affordable units already provided by the two entities. The mayor added that this project is especially meaningful to her and the Windsor community, because it was named to honor John “Johnny” Jacoby, a beloved lifelong Windsor resident who was senselessly gunned down in 2015 while riding his bike, just up the road from the building site, in a case that remains unsolved today. “Johnny was a good friend to many in our town,” said the mayor, “and naming this project after him is a way of keeping his spirit alive.” Members of Jacoby’s family were present at the groundbreaking and thanked the project developers for choosing to permanently honor his memory. Pinkard Frameworks Completes Wood Framing on Denver Affordable Housing Pinkard Frameworks Completes Wood Framing on Denver Affordable Housing February 15, 2024 Share Share Pinkard Frameworks, a division of Pinkard Construction, proudly announces the completion of their wood framing services for the Krisana Apartments affordable housing project in southeast Denver. The project is being developed by Kentro Group, Lexton McDermott, Pinkard Construction, and Lewis Himes Associates. The Krisana Apartments project will feature 151 units of deed-restricted, affordable housing located on the former Colorado Department of Transportation (CDOT) headquarters site. The complex will consist of 21 studio, 71 one-bedroom, and 59 two-bedroom apartments equipped with Energy Star-rated appliances, central air conditioning, laundry facilities, a fitness center, a courtyard, a social room, and a secured bike storage area, among other amenities. Pinkard recently launched Pinkard Frameworks, to serve as a trade partner to developers and general contractors along the Colorado front range in addition to self-performing wood framing for Pinkard projects. “The team’s efforts on Krisana Affordable Housing created a framing design that prevented conflicts and cascading issues that typically halt construction progress for redesigns,” said Dan Harris, Pinkard Frameworks Manager. “Pinkard Frameworks is under contract to provide wood framing services for two other Pinkard projects, such as akin Tennyson in Denver and Willoughby Corner in Lafayette.” Harris says that he takes a holistic approach, collaborating with truss fabricators in preconstruction to achieve framing designs that meet architectural and structural intent, ensuring constructability, seamless integration with other trades, and a budget-friendly, faster, and higher-quality project. The announcement came as part of a press conference celebrating the award of a $20 million grant from the Environmental Protection Agency, which included remarks from community members and the likes of Denver Mayor Mike Johnston, Denver Councilman Kevin Flynn, and Colorado Senators John Hickenlooper and Michael Bennet. “ We came together because we knew we could do this and find a new path where we could all thrive,” said Comm ú n co-founder Margaret Bugger in her remarks . “A large part of this is a sense of belonging, and we hope you feel that you belong when you come here. Community and social services programming is expected to include childcare, a grocery store, and mental health services. “Our entire team has been captivated by this project,” said Pinkard president, Tony Burke. “The builders in us are excited for the technical challenges ahead. The historians in us are excited to honor a beautiful piece of Colorado history by giving new life to Machebeuf Hall. And as members of this community, we are thrilled to be a part of creating this important, special space that means so much to so many.” Interior renovations on this former cafeteria and student union building are the primary scope of work and will also include an extensive program to protect existing architectural features that include stained glass, a statue of the Virgin Mary, intricate woodwork and metalwork detailing, terrazzo tile, and vintage all-natural linoleum flooring. Pinkard was selected following a four-phased CM/GC procurement process that included a complete, transparent 30% construction document estimate. A phased construction start is anticipated for March 2025 and will include owner-contracted abatement, an intensive discovery phase, and interior demolition. The anticipated construction budget is $27.6 million. Pinkard will collaborate with owners' representative Collective Potential and Anderson Mason Dale Architects to finalize construction documents. This project is being designed with a large focus on sustainability, community input, and a goal of Zero Carbon Certification . The facility is also designed to operate as a disaster refuge, capable of feeding and housing people while keeping the lights on in the event of a power grid failure and maintaining indoor air quality in the event of wildfire smoke. In addition to the newly awarded funding from the Environmental Protection Agency, funding for the project partially comes from grants from Denver’s Office of Economic Development & Opportunity and The Gates Family Foundation. Founded in South Denver in 1891 by the Sisters of Loretto, Loretto Heights College began as Loretto Heights Academy, a Catholic elementary and secondary school for girls. The campus later evolved into a teaching college for women, then a four-year women’s college, and eventually a full, multi-program and multi-gender university. The 72-acre Loretto Heights school campus closed in 2017 after 126 years in operation. The site is home to a series of beautiful brick structures, some marked on the National Historic Register, as well as a cemetery for the original Sisters of Loretto. These existing amenities have all been incorporated for enhancement within the new development plan, which includes the current Machebeuf Hall project. Pinkard Tops Out Foothills Unitarian Church in Fort Collins Pinkard Tops Out Foothills Unitarian Church in Fort Collins February 15, 2023 Share Share Pinkard Construction and Foothills Unitarian Church , and Ewers Architecture have completed the external structure for the $6.5 million, 16,600 sf expansion and remodel of their existing facility in Fort Collins. A topping-out ceremony was held at the site, with representatives from the project team, congregation, community, and local government in attendance. “Pinkard is a community-driven organization, so working with clients who are such a vital part of the community is important for us,” said Tony Burke, President of Pinkard Construction. Burke adds that Pinkard’s Preconstruction team was vital in the project’s progress, despite unprecedented complications due to the covid 19 pandemic. “I am proud our team could work together to get a budget and design to make this project feasible and fulfill the church’s vision,” said Burke. Ewers Architecture completed the schematic design in the summer of 2019. After a COVID-related project hold, the design resumed in 2021 with value engineering and savings measures to reduce the budget from the initial $9M plan. Construction documents and fundraising were completed in line with the new budget, and the project is expected to be completed in the second quarter of 2023. “The expansion results from years of visioning, planning, and the tremendous generosity of the congregation. It will allow us to be an even greater resource to our wider Northern Colorado community, especially to our partners, the BIPOC Alliance, Homeward Alliance, and the Food Bank for Larimer County,“ said Peg MacMorris, member of the Foothills Unitarian Building Expansion Team. "We are grateful Ewers and Pinkard were able to collaborate with us in reworking our design and budget to ensure the new space facility meets the needs of our nearly 600-person congregation and aligns with our vision for a growing future.” The phased project consists of 13,200 sf of additional space and 2,900 sf of remodeled space. The fifth and sixth floors are each 14,000 sf with 21 units, a common lounge, parlor, physical therapy, and office areas. The 6,800 SF of ground floor improvements include build-outs of the kitchen, physical therapy, lounge, and office areas. Finishes and flooring include drywall partitions, acoustical and coffered ceilings and millwork, carpet, and resilient, ceramic and epoxy tile flooring. Mechanical, electrical, and plumbing improvements include fixtures, supply and return air ducts, fire alarms, and fire sprinklers. The project also had minimal demo and finish work for a new laundry area in the basement. This fast-track project had an overall accelerated duration of just nine weeks and involved two shifts on a six-day work week basis. Kuhlman Building Adaptive Re-Use Denver, Colorado, USA Koelbel & Company 45,000 Sq. Ft., 45 Units Affordable Housing, Multi-Family Housing, Enterprise Green Communities, LIHTC, Renovation The Kuhlman Building project was the adaptive reuse of the existing 45,000 sq ft Kuhlman Building into for-rent affordable multi-family housing and retail/restaurant space. The affordable housing portion of the project consisted of approximately 40-50 units with a mix of studios, one and two bedrooms, two retail/restaurant pads, one in the Kuhlman Building, and one stand-alone. The new stand-alone pad was a 2,500 sq ft warm grey shell retail building near West 17th Avenue and Perry Street. Additionally, there was 4,500 sq ft of retail within the existing building. The site was approximately 50,000 sf and was located at the northwest corner of West 16th Avenue and Perry Street. Funding for the project came from a combination of developer equity, federal low-income housing tax credits, tax-increment financing from the Denver Urban Renewal Authority, and a performance loan from the Denver Office of Economic Development. The Kuhlman Building required gutting the interior but with only minor changes to the building's exterior. Over the years, the five-story brick building had served as a nunnery, a nursing school and dormitory, and administrative offices for St. Anthony Hospital. The Kuhlman Building was located within the larger Sloan's Lake/St. Anthony Hospital redevelopment area, which was named Sloans. When complete, the Sloans neighborhood included an Alamo Drafthouse, Highland Tap & Burger, the Raleigh office building, a 12-story condominium tower, a seven-story apartment community, a 6,000 square-foot retail strip, plus the Kuhlman development, all in a seven-block area between Sloan's Lake and West Colfax Avenue. The Kuhlman project was a development partnership by Koelbel and Co. and Trailbreak Partners, and Van Meter Williams Pollack provided the design. Pinkard Awarded South Metro Fire Station Replacement, Starts Construction Pinkard Awarded South Metro Fire Station Replacement, Starts Construction October 12, 2023 Share Share Pinkard Construction has been awarded the South Metro Fire Rescue Authority's Fire Station 15 replacement construction project. The project will replace Station 15, which is located at 2702 E Dry Creek Road in Centennial. The proposed design is approximately 12,000 square feet with two stories consisting of three apparatus bays, six sleeping rooms, a day room, a kitchen, a dining room, offices, a fitness room, and support areas. "We are thrilled to have been selected for this important project," said Tony Burke, President of Pinkard Construction. "Our team has extensive experience in constructing public safety and municipal projects, and we are committed to providing the South Metro Fire Rescue Authority with a facility that helps them better serve the community." The construction began in September 2023 and is expected to conclude in the summer of 2024. The design was completed in January 2023 by OZ Architecture. The project will provide a state-of-the-art facility for the South Metro Fire Rescue Authority to better serve the community. Pinkard Tops Out Phase III of The Edge Pinkard Tops Out Phase III of The Edge June 25, 2025 Share Share The third and final phase of Loveland Housing Authority’s The Edge Affordable Apartments development is currently on time and in budget, with two of its three buildings at or nearing topping out . The Edge’s on time/in budget status is largely due to Pinkard’s strong preconstruction partnering effort with OZ Architecture and the meticulous due diligence from the contractor’s in-house framing division, Pinkard Frameworks. The preconstruction effort that included a comprehensive lessons-learned study from Pinkard/OZ’s past two Edge phases helped provide the most complete set of drawings of any of the three Edge projects. Frameworks’ advanced CAD-based constructability review helped to eliminate the waste that typically goes with a traditional framing process. Pinkard also identified multiple strategies to increase efficiency in the field by identifying potential conflicts and the most effective approaches to assemble the wood framing. Thanks to strong past partnering efforts, Pinkard was able to retain most of the major subs from past Edge projects, eliminating the startup learning curve and achieving outstanding construction quality. Due to proactive procurement processes and effective subcontractor collaboration, Pinkard was able to hold pricing for more than a year despite a variable market and the fluctuations associated with tariffs. Pinkard Awarded a White Level in AGC of Colorado's CHASE Safety Program Pinkard Awarded a White Level in AGC of Colorado's CHASE Safety Program February 22, 2023 Share Share Pinkard Construction is celebrating being awarded the WHITE level in the Construction Safety Excellence Award Program from the Associated General Contractors of Colorado (AGC)! This award is given to contractors who demonstrate a commitment to providing a safe and healthy working environment for their employees. Safety Manager Dave Ruddy says he is thrilled that Pinkard is being recognized for taking the extra steps to pursue zero injuries and provide safety and health training to Pinkard employees. "At Pinkard Construction, safety is a cornerstone of our culture. We strive to create an environment that is safe for everyone on the job site, no matter the situation." said Ruddy, "Safety is not an option, it is a requirement. We take the necessary steps to ensure that our workers and clients are safe and that our projects are completed in a safe and efficient manner." According to Ruddy, safety is always top of mind at Pinkard and he is proud to be part of the Construction Health and Safety Excellence Program. This program encourages contractors to maintain a safe workplace and reduce the number of incidents and injuries on the job. In a letter announcing the award, Bradley Gassman Safety and Environmental Director for AGC said, "Participation in the CHASE program is a reward to a contractor for their dedication to safe working practices on their job sites and providing safety & health training to their employees. At Pinkard, we combine small-town values with the expertise and sophistication required to deliver complex urban projects, making us uniquely suited for this transformative development. Created through a partnership between the Boulder County Housing Authority, the Longmont Downtown Development Authority, and the City of Longmont, the $28 million mixed-use project serves as a cornerstone for a more connected and inclusive downtown community. Despite the uncertainty, Pinkard and its partners moved forward with resilience and adaptability, maintaining momentum through rapidly changing conditions. As material shortages and volatile lumber pricing threatened budgets nationwide, Pinkard’s proactive planning and cost-management strategies protected both the project budget and the original design vision. Additional challenges emerged when a key tax credit investor withdrew shortly after construction commenced. Rather than reducing the scope of the project, Pinkard worked collaboratively with the owner and design team to strategically reorganize project priorities and preserve the development’s core mission. Managing two separate contracts and coordinating reporting for multiple funding partners required an elevated level of precision and communication, and Pinkard’s customized reporting systems ensured complete transparency and accountability throughout the process. From sourcing specialty black locust wood paneling to securing high-performance energy-efficient appliances, Pinkard leveraged strong local partnerships and flexible procurement strategies to meet the project’s demanding quality and sustainability goals. The result is a dynamic mixed-use development that not only provides affordable housing opportunities, but also strengthens the fabric of downtown Longmont for years to come.
