Pinkard Completes Construction on Affordable Housing Complex in Longmont Pinkard Completes Construction on Affordable Housing Complex in Longmont 2022-08-11 Share Share Boulder County Housing Authority (BCHA), with Pinkard Construction and RNN Architects , has completed construction on the Spoke on Coffman—a ground-up , mixed-use affordable housing complex. The $28.8 million project comprises 73 affordable housing units, including 59 one-bedroom homes; 10 two-bedroom homes; and four three-bedroom homes. There is also 10,000 sq. ft. of office space, a community cafe, and a 262-space, four-and-one-half-story parking garage. Unit size in this four-story structure averages 650 sq. ft. for one-bedroom, 950 sq. ft. for two-bedroom, and 1,300 sq. ft. for three-bedroom units. In an Interview with the Longmont Times-Call , Boulder County Housing Authority housing development manager Justin Lightfield said project leaders are eager to open the rental application process. The permanently affordable apartment homes are for families and individuals with incomes at or below 60% of the Area Median Income (AMI), with 12 units reserved for households earning below 30%. “Watching The Spoke being built from the ground up over the past 15 months is what drives and inspires us,” Lightfield told the Longmont Times-Call. “I believe The Spoke will be a community that residents are proud to call home, and I look forward to when BCHA can welcome our first residents into the new community following construction completion.” Tyler Morgan, Pinkard's project manager, said that part of what makes his job so rewarding is the direct community impact this project has. “I know housing in the area has become extremely expensive, and Boulder County Housing Authority trusting us to build this project means a lot,” said Morgan. “Every person on this job site put a huge amount of craftsmanship into making every unit a home.” The Spoke on Coffman is located on a Boulder County-owned lot that was formerly used as a surface parking lot for Boulder County employees working at the newly completed St. Vrain Community Hub. This project is the result of a public-private partnership between Boulder County, the Boulder County Housing Authority, and the Longmont Downtown Development Authority. K12 The $2.8 million Cimarron Elementary project was a 54,665 gsf phased gut and renovation with almost 30,000 sf of demolition and reconstruction and numerous selective renovations and reconfigurations. Scope included abatement and mold mitigation, new millwork and carpet, new windows including a storefront system, bathroom relocations, and extensive MEP upgrades with new switchgear and five new rooftop units. The project was phased over the spring and summer months and included double shifts to accommodate the school schedule and meet a tight August deadline. To accommodate construction, staff/teacher offices were relocated to existing on-site trailers. Pinkard completed the project 16 working days ahead of the contracted completion date. Pinkard Breaks Ground on Jacoby Meadows Affordable Senior Apartments Pinkard Breaks Ground on Jacoby Meadows Affordable Senior Apartments 2024-08-15 Share Share The Town of Windsor took a major step forward in assuring its elder residents will have an affordable place to live as Pinkard Construction and the Windsor Housing Authority (WHA) broke ground on the Jacoby Meadows Senior Apartments complex this week. Developed in partnership with the Loveland Housing Authority (LHA) and WORKSHOP8 Architecture—with funding from the Colorado Housing and Finance Authority (CHFA), Wells Fargo, the Impact Development Fund, the Rocky Mountain Community Reinvestment Corporation, and the Town of Windsor—the two-phase project will initially create 62 age-restricted units serving low to moderate income seniors (30-80% of area median income) over the age of 55. The second phase, which is still seeking funding, will add an additional 61 units. Construction of the first 63,000 square foot, $17.5 million facility is expected to take 12 months. Held on the morning of August 14, the groundbreaking ceremony featured remarks by Windsor Mayor Julie Cline, as well as representatives from WHA, LHA, and CHFA, all of whom touched upon the particularly challenging process of making Jacoby Meadows a reality. “Being here today is a little bit surreal for me, as this is a project I've been working on since first joining the board in 2019,” said WHA Board of Commissioners Chairperson Frankie Cole. “Today's event truly is the culmination of several years of volunteer effort and collaboration between so many in our community, past and present commissioners, past and present town board members, and several strategic partners... [who] recognize the critical need for more affordable housing for our senior population here in Windsor.” “This project has been particularly challenging,” said LHA Executive Director Jeff Feneis. “It's been five years in the making, three rounds of tax credit applications with CHFA, a minor redesign, a significant redesign... and just incredible challenges putting our pro forma together over the past two years as tax credit pricing went down, interest rates went up, and construction prices went up. But with the help of a lot of people who are here today, we got it done.” “We’re excited to partner again with our friends at Loveland Housing Authority, along with Windsor Housing Authority and WORKSHOP8,” said Pinkard President Tony Burke after the ceremony. “There's a higher and higher demand for affordable housing in northern Colorado, and we've been creative working with our partners to figure out how to secure the funding for this project. We’re already looking forward to undertaking Phase II three to five years down the road.” In her own remarks, Mayor Cline said, “This is a significant milestone to our community... The Town of Windsor, together with the Windsor Housing Authority, is dedicated to providing quality affordable housing to our residents,” underlining how Jacoby Meadows adds to the 142 affordable units already provided by the two entities. The mayor added that this project is especially meaningful to her and the Windsor community, because it was named to honor John “Johnny” Jacoby, a beloved lifelong Windsor resident who was senselessly gunned down in 2015 while riding his bike, just up the road from the building site, in a case that remains unsolved today. “Johnny was a good friend to many in our town,” said the mayor, “and naming this project after him is a way of keeping his spirit alive.” Members of Jacoby’s family were present at the groundbreaking and thanked the project developers for choosing to permanently honor his memory. In addition, the market is still feeling the effects of an unprecedented pandemic that disrupted global supply chains and caused shortages of essential materials such as lumber, steel, and concrete, leading to inflation and cost escalation. Despite these challenges, Pinkard has managed to navigate the complex and competitive Denver market and deliver successful multi-family projects. According to Leighton Neff, Chief Preconstruction Manager at Pinkard Construction, "When our client's project slips, it costs both of us money, so it is extremely important that we collaborate with the client and architect to make sure we expertly navigate the permitting process." One of the company's strategies to overcome the challenges is to leverage its experience, expertise, and relationships with clients, design partners, subcontractors, and suppliers. Pinkard Construction has also been using technology such as cloud-based software to streamline its processes and communication. In the first six months of 2023, Pinkard broke ground on four complex multi-family projects in just six months, poised to deliver over 700 new units of market rate and affordable housing. These projects are the Krisana Apartments, a 151-unit affordable housing project in southeast Denver; the Akin Golden Triangle, a 12-story, 98-unit building in downtown Denver; the Akin Tennyson, an 83-unit luxury apartment project in northwest Denver; and the Willoughby Corner, a 400-unit affordable housing project in Lafayette near Boulder (Pinkard is currently working on phase one, 192 Units). These projects demonstrate Pinkard's commitment to building quality and sustainable communities while overcoming the challenges of building in Colorado. Ft., 64 Units Senior Living, Multi-Family Housing, Commercial Kitchen, Structural Steel Superstructure, Masonry, Skilled Nursing, Addition, Occupied, Renovation, Assisted Living This is a major, four-phased, occupied facility renovation/addition to a retirement community campus. The main components are as follows: Phase I – A 20,000 sf gut and renovation of the 2nd floor of a 4-story independent living wing to convert it to 32 units of assisted living. Work includes a new structural steel and masonry exterior elevator; demolition and reconstruction of the loading dock; two new patios; low voltage systems for nurse-call, patient wandering, and fire systems; and standard institutional finishes. The renovation also includes complete new MEP systems, including new electrical service, and through-wall PTAC units. The existing MEP systems run throughout the entire occupied 4-story structure, requiring careful coordination with building management and residents to prevent disruptions to the facility. Phase II – A 3,600 sf renovation of an assisted living area to create a skilled nursing area to temporarily house the residents displaced during Phase III. Work includes a major utility relocation to bypass main distributions affected by Phase III; new lounge and dining areas, a beauty salon; and construction of a new connector walkway. Phase III – The new 18,000 sf Town Center structural steel and masonry addition provides a new entry, new dining facilities, meeting areas, a gift shop, offices, a medical suite, and a 165-piece, full commercial kitchen expansion that doubles its square footage. Other work includes MEP tie-ins to the existing facility, extensive glazing, a new circular drive area, and site work, plus all utilities and building systems for Phase IV. A new 42,000 sf, 2-story, 64-unit, skilled nursing building includes new basement with laundry; community kitchens and dining rooms; new porte-cochere entry. MEP includes heat pumps and all tie-ins. A major construction challenge was the conversion to a single electrical service for the entire east campus. This work involved the demolition of the mechanical plant and utility service entries and an intricate plan for minimizing disruptions to the facility. Phase IV – A 103,000 sf, the new 4-story independent living building will be constructed following the demolition of the existing 2-story structure currently occupying the site. Public Projects, Recreation, Locker Room, Gymnasium, Structural Steel Superstructure, Masonry, Climbing Wall, Renovation, Addition The Golden Recreation Center was a 19,500 sf renovation/addition made up of a 4,900 sf fitness center addition, a 2,000 sf entry addition, with renovations to the lobby/office, locker rooms including new lockers, child-watch area and second floor. The fitness center was constructed of structural steel with brick veneer and an EPDM roof system. The entry addition has steel columns and CMU, with a glu-lam roof structure and asphalt shingles. Building systems included slab-on-grade, spread footers and foundation walls, structural steel joists, girders and deck and metal studs. Exterior masonry is brick veneer. Interior finishes include skylights, ceramic tile, architectural cabinets and stained oak trim. The project team implemented a resource efficiency plan that included human and ecological health, water efficiency and the use of local materials. Pinkard Completes Bay Aquatic Park On Time and Under Budget Pinkard Completes Bay Aquatic Park On Time and Under Budget 2025-07-07 Share Share Pinkard Construction, with Broomfield Recreation Services and BHA Design, has completed the City and County of Broomfield’s $9.6 million Bay Aquatic Park renovation. The original park was also built by Pinkard Construction in 1991. Designed by BHA Design, Inc, the project’s scope featured the complete demolition and replacement of the massive leisure pool and three water slides, an expanded pool deck, and a new mechanical building, along with numerous other amenity upgrades. Pinkard’s efficient 10.5-month schedule included considerable collaboration among the owner/architect and major subcontractor team members to implement numerous constructability efficiencies that mitigated risks of delays, especially during the winter months. The Bay’s stainless steel gutter system was one constructability upgrade that proved to be far superior to a conventional cast-in-place concrete gutter system, eliminating the need for a more complicated underground piping system and tedious tile installation. This approach provided cost savings for Broomfield and three-to-four weeks savings on the construction schedule. An additional $250,000 in savings for Broomfield was realized thanks to strong preconstruction planning, a timely procurement process, and an aggressive buy-out phase. Broomfield was able to re-direct these savings for additional Bay upgrades including repairs to existing mechanical, electrical and plumbing systems plus plaster, coping,tile and concrete repair of the existing bodies of water and pool deck, as well as repairs to the splash pad area. Water tightness testing on the 200,106-gallon pool was also a big emphasis at Bay Aquatic Park. The three-day test of the pool shell integrity and pressure testing of the 9,113-gallon surge tank confirmed optimal operation of the surge tank with the pool shell passing all three required water tightness tests. The Bay Aquatic Park project was characterized by strong collaboration and communication among all owner, designer and contractor team members. It included a comprehensive site logistics study and needs assessment in concert with an in-depth outreach program that kept the adjacent neighborhoods informed and involved from project award to grand opening. Because construction traffic intruded upon adjacent neighborhoods, Pinkard acted as an involved collaborator in neighborhood outreach, providing signage, website collaboration , and other communication media to fully apprise neighbors of proposed haul routes, construction activities , and regular “town hall” project meetings. Pinkard project team members regularly staffed the town hall meetings, listening to concerns, and worked to improve the neighborhood construction experience.
