The goal of electrification is that one day, all buildings will be powered with mostly zero-carbon electricity provided by wind, solar, and other cleaner electric generation options. Energize Denver, the City and County’s regulations for electrification applies to natural gas equipment being replaced at the end of its useful life. Denver’s building department will enforce this through the permitting process at the time of replacement and will apply to most multifamily buildings. Adopting highly efficient building designs and systems such as electrical heat pumps can reduce electric operations cost, but it can typically come with increased construction/start-up costs. Without proper operation and maintenance of electrical systems, efficiency is reduced, leading to increased operational costs. For existing multi-family developments, electrification retrofits often require costly electrical capacity increases in primary service and secondary raceways – so it’s important to consider a development’s future electrical requirements and capacity. The community was developed by the Denver Housing Authority (DHA) and designed by Shopworks Architecture . It is located between I-25 and Federal Blvd on W. Holden Place in the heart of the Sun Valley neighborhood. The 135-unit Thrive development, 54% of which are affordable to households earning below 60% of Denver’s Area Median Income, includes two-story townhomes and one- to five-bedroom multifamily units. It is constructed with a podium slab with two stories of structural concrete frame and fire-treated wood for levels three to seven. Amenities include a community kitchen, amenity deck, basketball court, game room, playground, classroom and large lobby. The project was financed with low-income housing tax credits, tax-exempt bonds, DHA funds and a loan from the Colorado Housing and Finance Authority. The total development cost was approximately $44 million. Project Rewind: Minoru Yasui Plaza Twenty Years Later Project Rewind: Minoru Yasui Plaza Twenty Years Later 2024-07-24 Share Share This summer marks twenty years since Pinkard Construction completed one of our all-time great adaptive reuse projects: the renovation of Minoru Yasui Plaza. Following its completion in the summer of 2004, the 197,000 square foot, $15 million, hard-bid, gut and renovation project went on to win Pinkard the prestigious 1st place National Excellence in Construction award from Associated Builders and Contractors (ABC), and rightfully so when recalling the unique challenges Pinkard overcame to bring it to life. In a pure coincidence, Pinkard originally built the 17-story high rise in 1969, where it was originally home to the old Downtowner Motor Inn and Hotel. In the mid-‘80s, the fifth and sixth floors were widened to match the width and depth of the base below. Eventually, the building was acquired by the City and County of Denver to house the city’s Probationary Services Department, but first: The dated interior required a complete gut remodel, including asbestos abatement The antiquated HVAC system had to be modernized to meet modern fresh air standards The elevator electrical systems needed a complete overhaul The building required a new roof Floors five and six were in urgent need of repair after being deemed structurally unsound These needs were complicated by several factors: The high rise’s downtown, zero property line location ruled out the possibility of an external trash chute or standard dumpster The conventional scrape-and-grind technique to asbestos abatement was too expensive and time-consuming for the project’s tight budget and timeline constraints The structural repairs required a tedious hodge podge of unique fixes The former hotel’s narrow deck-to-deck height allowed only 9 inches of ceiling space (aka “plenum”) for HVAC, electrical, fire protection, and data cable Most tricky of all, the Minoru Yasui overhaul had initially been planned as four separate projects. In essence there were four separate designs, done by different architects and engineers, with unusual circumstances leading the city to put the drawings out to bid as a single project. And because this was a hard bid project, there was no possibility for a preconstruction effort (no constructability review, no value engineering), meaning that Pinkard, working hand-in-hand with ACLP Architecture, had to coordinate all of the competing drawings and correct all of the conflicts and overlaps as we built the project. As usual, Pinkard would lead this project using an intensive teamwork approach, but because this was a hard bid project with an evolving design, a large numbers of change orders were expected, and there was a concern that many of our subcontractors, who may have left money “on the table” at bidding, might try to make up their losses through the change order process. If this became a pervasive attitude, it would interfere with teamwork, problem solving, and the timeline and budget of our deeply valued clients in the City and County of Denver. For all the reasons above, Minoru Yasui Plaza was a recipe for disaster in the wrong hands. Strong, careful leadership was necessary, and Pinkard had to provide it. Pinkard wasted no time in tackling the Minoru Yasui’s multifaceted challenges head-on with creative solutions: Because the site was too tight for either a trash chute or full-sized dumpster, we devised a 5 x 5-foot internal shaft around a mechanical chase that connected all 17 floors. When bobcats would push demo’d material into the shaft, falling debris would be ramped into the lobby and then dumped in one of two small dumpsters. When it came to abatement, we realized we could take a Spin Jet—a lawnmower-like machine that uses high-pressure water nozzles to remove mastic and flooring—and mount it upside down on a scissor lift to peel off the thin layer of asbestos ceiling in record time. Because the 9-inch plenum did not allow for a conventional HVAC system, we implemented a special European hydronic radiant panel system that required only 4 inches of ceiling space. This system had never before been used in a building this large in the United States. As for the elevator upgrade, it was up to Pinkard to devise a workable schedule that allowed the elevator contractor the required down-time to work without bringing all other aspects of the job to a halt. When it came to the job’s greatest vulnerability—rapid-fire change orders in a complex hard bid project—Pinkard Construction’s steady, collaborative, and fair-minded leadership kept everything in line for our client. “I know for a fact that there were some important subs on this job that are generally considered to be ‘hard bid kings,’” remarked then-PCC president Jim Pinkard, “but on this job, they ignored their normal ways of doing business, pitched in, and helped us find some great solutions.” At the time, City and County of Denver project manager Madie Martin said, “Pinkard provided the best management of a construction project I have experienced in my 27 years of practicing architecture.” Others agreed, with ACLP Architecture’s Steve Loos saying, “This was by far the most complicated thing we’ve ever done,” and abatement project manager Luis Hernandez admitting, “This project was one of the toughest I’ve seen in over 25 years.” Looking back now, longtime Pinkard employee Mike Levchik, who was a project engineer on at the time, recalls, “Minoru Yasui is the proof that intense pressure can create diamonds. Pinkard provided expert construction services for Denver Housing Authority on the 4725 South Lowell project. 4725 South Lowell Denver, Colorado, USA Denver Housing Authority 100,201 Sq. Ft., 96 Units Affordable Housing, Multi-Family Housing, Extensive Site Infrastructure, Enterprise Green Communities, Wood Framed, Tight Site, Sustainable, LIHTC, Occupied, Addition, Renovation, Ground Up 4725 S. Lowell, an affordable multi-family apartment development owned by the Denver Housing Authority (DHA) was built in 1964. Its leaking pipes, mold, structural damage and inefficient heat for both the units and hot water were just a few of the many problems prompting DHA to initiate a rehabilitation of this property. Along with rehabilitation of the existing structure, DHA wanted to add 50% more units to the site. Initially, the idea was to "pop-the-to" and add an extra level, but it was found that the structure couldn't support this approach. The existing building is a "square donut" with a large center courtyard so the idea was proposed to build another structure inside this courtyard, something that has never before been done in Denver. This approach had many valuable outcomes including fitting in with the scale of the neighborhood and effectively making the new 4-story structure "disappear". This project had many challenges, most of which were a result of the building-within-a-building design. Myriad issues with fire codes and site drainage had to be solved and close coordination between Pinkard, DHA and WORKSHOP 8 was essential. The new building, comprising 91,900 sf is an attractive structure which meets Enterprise Green Communities Standards. Ft., 139 Units Affordable Housing, Multi-Family Housing, Sustainable, LIHTC, Wood Framed, Enterprise Green Communities, Publicly Funded, Ground Up The Edge Ph I is a 82,000 sf ground-up facility with 70-units of affordable housing for working families and survivors of the 2012 High Park Fire and September 2013 floods, plus permanent supportive housing for homeless veterans. The facility consists of six three-story wood-framed buildings and a single-story clubhouse. 60 of the units are set aside for income-qualified individuals; the remaining ten units are reserved for homeless veterans. The campus also contains a clubhouse, urban gardens, tot lot, walking trails, and open space, with immediate access to the neighboring business park, retail, and professional services. The Edge Ph II is a 80,000 sf ground-up facility with 69-units of affordable housing for working families. Both Phases are designed and constructed to meet Enterprise Green Communities Criteria. Financing includes Low Income Housing Tax Credits, municipal and private funding, and the federally funded Community Development Block Grant Disaster Relief program (CDBG-DR) administered by the Colorado Department of Local Affairs. Pinkard worked closely with Loveland Housing Authority to help the authority pull together funding from a variety of sources. We also held numerous meetings with OZ Architecture to provide in-depth drawing review, constructability comments and other input. Pinkard Awarded Willoughby Corner Multi-Family Housing Pinkard Awarded Willoughby Corner Multi-Family Housing 2022-07-25 Share Share Boulder County Housing Authority (BCHA) has awarded Pinkard Construction Willoughby Corner, a newly proposed, permanently affordable neighborhood in east Lafayette, Colorado. The project includes the construction of 400 rental and for-sale apartments, townhomes, and duplexes priced below the market rate for families and individuals who qualify. The project budget is approximately $40 Million and is projected to break ground in March 2023. The project is moving forward after both Lafayette Planning Commission and City Council unanimously approved the rezoning of the 24-acre Willoughby Corner site at the intersection of 120th and Emma streets from Industrial (M1) use to High-Density Residential (R4). In addition to the rezoning, BCHA also received nine percent Low Income Housing Tax Credits from the Colorado Housing and Finance Authority (CHFA). The award will total $13 million over the next ten years and will specifically support the creation of affordable homes for older adults. “ After our excellent experience building The Spoke on Coffman with Pinkard, BCHA is excited to continue the relationship and momentum on Willoughby Corner, ” said Norrie Boyd, BCHA Executive Director. “ The Preconstruction staff have been incredible advisors throughout our funding, entitlements, and design processes. Pinkard understands what we need and provides a high level of service to support our pursuit of competitive tax credit financing. ” Boyd said that Willoughby Corner would serve households earning 60 percent or less of the Area Median Income (AMI) with below-market-rate rental homes and for-sale options for households earning up to 120 percent AMI. “Pinkard is excited to be a part of BCHA’s mission to provide housing relief to the families, individuals, single parents, older adults, and people living with disabilities in the area,” said Tony Burke, President of Pinkard Construction. “It’s no secret that rising housing prices have made renting and homeownership unattainable for many and Willoughby Corner is a lifeline for many.” In addition to the 400 affordable homes, Willoughby Corner will feature many sustainable features, including solar photovoltaics and electric charging stations, a network of community gardens, pedestrian and bike trails, and access to transit. BCHA Partnered with the University of Colorado's Masters of the Environment program to identify opportunities for boosting inclusivity and resilience in the face of climate change. Men’s Mental Health Month: “I don’t have the answers, but I can listen” Men’s Mental Health Month: “I don’t have the answers, but I can listen” 2024-06-14 Share Share June is Men’s Mental Health Month. While there’s a loud and important push within construction to make our industry more diverse and inclusive, the fact remains that our industry is heavily comprised of men—meaning that the issues surrounding men’s mental health affect our community disproportionately. While Pinkard Construction strives to be a leader in mental health—recently earning the highest mental health resources score of any general contractor in Colorado as a Health Links “Blue Badge Certified” Healthy Workplace—much work remains in addressing the deeply-entrenched cultural norms that keep people, men in particular, from discussing mental health and taking action. In part one of our three-part series of Q&As discussing Men’s Mental Health Month, we chat with Field Safety Manager David Ruddy, aka “Safety Dave,” about the relationship between mental health and safety, and how making yourself vulnerable is the first step to getting others to open up. What first got you thinking about men’s mental health? Pinkard is big on mental health, but when it comes to men specifically, I remember hearing a speech on it from the Colorado Department of Public Health back in 2017. The guy had all these resources geared toward reaching men who might be resistant to it — like the Man Therapy posters you can still see in our breakroom — and it really opened my eyes to the unique struggles that men face. We started talking on the Pinkard safety committee about what we can do better. How do we give people an innocent choice to call somebody for help? One thing we did was start putting up these stickers inside every single porta-john on our job sites. They say “YOU MATTER” in English and Spanish, with a QR code that will take you to the “988” National Suicide Prevention hotline. What resources does Pinkard offer its employees? Our benefits package includes various resources through Cigna Behavioral Health, plus Magellan EAP, which gives everyone 5 free counseling sessions, and Youturn Health, a virtual support program for those struggling with stress and substance issues. I am part of the Youturn program, and, in fact, I utilize that service myself. I've had some challenges within my family, and with my Youturn coach, we’ll talk it through, they’ll give me advice, like, “Dave, this is not your egg to fry. Stop trying to cook it and leave it alone,” which is really, really helpful. How is mental health a part of safety in construction? You can’t have safety on a job if you aren’t taking care of people’s mental wellbeing. I give a lot of my “Toolbox Talks” on mental health, and when I do the safety orientation for new hires, I give everybody my phone number, and I say, “You call me anytime, day or night, it doesn't matter when you call. If you're feeling down and out, if you need a ride because you've been drinking too much, if you're just in a bad place and you want to talk, call me.” And people take you up on it? It has happened twice. Just this week I had a guy text me at 1:30 in the morning. We got on the phone and chatted for half an hour, and I think that's what he needed. He wasn’t going to hurt himself, but he'd been down and out for a while, and was feeling horrible about himself. The next day I got him connected with our HR department, and now they’re helping him get whatever assistance he needs. What do you think are some of the mental health challenges that are unique to men? I come from a generation where people say things like: “Just do it,” “Rub some dirt on it,” “Cowboy up,” “Suck it up,” “Quit whining,” “Put some duct tape on it and get back to work.” We suppress those feelings because we don't want to look like we're weak. We choose not to address the mental angst that we're in, until we can't anymore. It's just been bred into us. What are the challenges unique to our industry? The challenge is that we’re all under the intense pressures of deadlines. We build big, beautiful buildings worth millions of dollars, for clients who expect us to get them done on schedule, on time, and under budget. When you have deadlines like that, you feel it in your muscles. It lives in you. Because this is a high-pressure work environment, there’s a culture of “I don't have time to hear about your dog dying, or your wife serving you papers,” but as men, we have got to be able to express, “I am not all here today.” Just by giving someone three or five minutes to vent, you might be giving them what they need to get on with their day. What needs to change? The stigma and awareness. It's easier to have a conversation about mental health than it was 20 years ago, but there are still many people out there who are uncomfortable talking about it—and within construction we have people who come from different cultures where it’s even more taboo than it is in the United States. When you’ve got a broken arm, people can see the cast, they can see you’re injured, but they don’t judge you for it. When your thinking is broken, it’s invisible to the people around you, and there’s a real fear they might judge you for it. That has to change. What can we do to be part of that change? Just make yourself available, remind people of it, and check in on them. I’m not a fixer or a mental health professional, but I’ve got two ears to hear what you’ve got to say. I don’t have the answers, but I can listen. When you can make yourself vulnerable enough that somebody felt safe to call or text you and say, “I'm not doing well,” you know you’ve broken through somewhere. By contrast, if you're the guy that sits back and says, “Dude, you'll be fine. Suck it up and move on,” you might regret that.
